About the project

The ARVOA project aims to develop local and regional solutions that promote more sustainable consumption and business in Finland by creating added value for different actors in the production and consumption system. Unlike other Nordic countries,

Finland does not make as much use of cooperation between companies, public institutions and organisations to promote the circular economy. The ARVOA project therefore focuses on the cooperation networks of these different actors, developing and testing new solutions and approaches for the product-as-a-service model, repairs, reuse and resale, and for extending the life of products. For example, a network of libraries and companies working together has great untapped potential to promote the circular economy in a systematic way in Finland.


The project is implemented from 1 April 2025 to 30 June 2027 by Jyväskylä University of Applied Sciences, Haaga-Helia University of Applied Sciences and Novia University of Applied Sciences together with a broad nationwide network of companies, associations and public sector organisations. The project is financed by the European Regional Development Fund (ERDF) / Innovation and Skills in Finland 2021-2027 programme.

Project goal

The project aims to create, test and anchor new ideas and approaches, which can lead to new business opportunities based on circular economy. The core of project realisation is to organise workshops and testing opportunities, where different stakeholders and potential partners think, create, conceptualise and test new solutions together. These solutions can focus on, for example, new models of co-operation between public institutions and businesses, loan or repair services of consumer goods, or reuse and resale.

The best performing solutions are further conceptualised and communicated nationally to the wider public to serve and reach even more stakeholders. The idea is that one or more of the new concepts and business models will be anchored in society already during the project.
